The DOE has deployed $7.6 billion across 105 grid resilience projects through the GRIP program, with a $10.5 billion total program commitment. Puerto Rico has received $12.8 billion in federal grid investment since Hurricane Maria with an additional $365 million recently reallocated toward practical grid fixes on the island. The Genesis Mission — the federal government's $320 million AI initiative — has 24 founding partners and a vacant category: no company in the consortium builds purpose-built edge AI for electrical grid outage prediction. Five presidential executive orders have established grid reliability and AI infrastructure as inseparable national security priorities.
